In order to understand the different levels of voting access across Pennsylvania, Spotlight PA and Votebeat conducted a first-of-its-kind review of all 67 counties’ policies after the November 2022 election. The outlets focused in particular on how counties treat mail ballots, as state law is silent on critical details that directly impact how Pennsylvanians can vote and whether a person's vote counts.
